For more than 30 years, Mr Dingess has practised in the areas of construction and engineering, and general commercial and international law. He has extensive domestic and international experience with complex engineering, procurement and construction (EPC) projects, and has acted as lead counsel on infrastructure and oil and gas mega-projects, each having a value of several billion dollars. He has been instrumental in several multi-million dollar industrial turnkey projects, including oil & gas, iron & steel, chemical, pulp & paper, and power facilities (over 10,000 megawatts).
Before forming DFL Legal, Mr Dingess founded and was the global leader of the construction and engineering practice group of a major international law firm. He has acted as lead counsel in federal and state court trials throughout the United States, as well as domestic and international arbitrations.
Mr Dingess has a JD from Southwestern University School of Law, cum laude 1978, and a BA from Allegheny College, 1973. He is admitted to the Supreme Court of Pennsylvania; the US Court of Appeals; the US District Court for the Western District of Pennsylvania; and pro hac viceadmission to state and federal courts throughout the United States. He is a member of the International Bar Association (arbitration and international construction projects committees), the American Bar Association (international, construction, litigation, and energy sections), the Pennsylvania State Bar Association (litigation and international and comparative law sections), the Allegheny County Bar Association (construction law section, chair 1998), and the national panel of arbitrators of the American Arbitration Association and the International Centre for Dispute Resolution. His representations include acting for: a supplier of a steam generator for a project with a value of approximately US $2 billion; a multinational E&C company regarding a gas-to-liquids project in Africa with a value of approximately US $1.7 billion; one of the world's largest construction companies on the first natural gas pipeline project in Puerto Rico; one of the world's largest multinational E&C companies with respect to over US $1 billion in total claims on an oil and gas mega-project; and for the Massachusetts Turnpike Authority on the US $15 billion "Big Dig" project. Mr Dingess was appointed as a Special Master concerning the construction of the US Capitol Visitor Center adjacent to the US Capitol Building in Washington, DC.
