Xiaoli Huang, Deloitte China, is a tax partner in transfer pricing service team of Deloitte China.
Before joining Deloitte, Mr Huang had been working with State Administration of Taxation (SAT) for over 18 years, serving as the directors of Anti-Avoidance Division and Large Business Division. He was deeply involved in Chinese Transfer Pricing legislation and administration. He was also one of the founders of Chinese outbound investment tax administration system. Xiaoli was in charge of major and sophisticated Transfer Pricing audit, MAP, and Bilateral APA cases while working with SAT.
Xiaoli was appointed as the delegate to OECD on behalf of Chinese tax authority. He was deeply involved in Working Party 3 and 6 regarding BPES action plans. He was also the Chinese delegate to OECD MAP Forum. Xiaoli was in charge of the post BEPS work in China including revision legislation and publication of new regulations.
Xiaoli has rich experiences in international taxation especially Transfer Pricing. He has strong network across the country as well as many other countries' tax authorities.
Since he joined Deloitte, Xiaoli has provided advisory service to many top-ranking multinational enterprises, either inbound or outbound, covering TP and CFC audit defense, bilateral and unilateral APA negotiation, and tax planning. Xiaoli also help clients to deal with TP Documentations especially CBCR, Master File and Local File according to the newly published regulations.
Xiaoli holds a master degree in Finance. He is a frequent speaker at professional seminars, universities lectures, and tax authorities' trainings.
