Jee Chang See, Deloitte Singapore, is a partner and the leader of Singapore's transfer pricing practice. He has more than 20 years of experience in taxation, and previously worked for the Inland Revenue Authority of Singapore (IRAS) for more than 10 years.
At the IRAS, Jee Chang was tax director of the Tax Policy & International Tax Division, where he served as Singapore's Competent Authority, responsible for the negotiation of advance pricing arrangements (APAs), settlement of transfer pricing disputes, and conducting tax treaty negotiations. He was vitally involved in developing the Singapore transfer pricing guidelines that were issued in 2006, and he served as the key technical resource in IRAS on transfer pricing matters.
In that role, Jee Chang was also responsible for the issuance of tax rulings and IRAS's circulars, supporting tax policy formulation, and drafting new tax legislation, as well as collaborating with various Singapore government economic agencies on tax incentive design and implementation.
Jee Chang now advises and serves major multinational clients, many of which are Singapore-based regional headquarters. He has substantial experience advising clients on international/Asia Pacific tax/transfer pricing planning, inbound and out bound investment, structuring, and supply chain/business model optimization. He has also successfully assisted his clients in resolving complex tax/transfer pricing issues with IRAS, and obtaining favourable tax incentives from the Singapore government, strategic tax rulings, and advance pricing agreements (APAs).
Jee Chang graduated with a Bachelor's of Accountancy from the Nanyang Technological University and a Master's of Business
Administration from INSEAD. He is a regular speaker at seminars, and he lectures at the Singapore Tax Academy and at IRAS's internal specialist training programmes.
Jee Chang is a CPA with the Institute of Certified Public Accountants of Singapore, and an Accredited Tax Advisor with the Singapore Institute of Accredited Tax Practitioners.
