Shannon Blankenship, Deloitte US, is the Principal that leads Central transfer pricing group. She has over seventeen years of experience, working in both Denver and Washington DC.
Ms. Blankenship helps companies wade through complexities to find practical solutions for setting up, changing, or defending their intercompany pricing arrangements. Three key focus of hers have been large transfer pricing planning projects involving business reorganizations, streamlining global documentation, and transfer pricing for Real Estate Investment Trusts (REITs). She has been the main transfer pricing resource on a dozen major supply chain restructuring and intangible property valuation projects. Due to the breadth of her experience with intangible valuation and business restructuring projects, Ms. Blankenship serves as a technical advisor to her transfer pricing colleagues on these topics.
Ms Blankenship leads numerous global transfer pricing projects to take companies from a decentralized methodology to a streamlined process that improves consistency and efficiency. She was a key contributor to Deloitte's redesign of its global documentation process and is known for solving problems practically.
Regarding REITs, common transfer pricing issues include lease pricing, management fees, and remuneration for non-qualified services by taxable subsidiaries. Ms. Blankenship has assisted REITs across the entire lifecycle from REIT conversion, annual planning, year-end evaluations and documentation, IRS audits, and appeals. This includes analyses of management service companies, trademark ownership companies, and leases to taxable REIT subsidiaries. She has also provided transfer pricing analysis in support of IRS Appeals, involving supporting lease rates from both the REIT and TRS perspectives.
Taking a keen interest in new issues in transfer pricing, Ms. Blankenship has published articles on a variety of issues including low-cost services and the Transfer Pricing challenges in the digital economy.
Ms. Blankenship earned a B.A. in Economics summa cum laude from the University of Colorado. She also holds an M.B.A. from the University of Colorado, graduating as the valedictorian.
