Sabina Walia is a partner in the energy law firm Caldwell Boudreaux Lefler PLLC. She has broad experience in the regulation of the US oil and gas pipeline industry and has been recognized as a Rising Star in Legal Media Group's Expert Guide to the World's Leading Energy and Natural Resource Lawyers.
As an energy regulatory attorney, Sabina provides regulatory and transactional counseling to a wide range of pipeline clients and practices before the Federal Energy Regulatory Commission (FERC) and federal appellate courts. With respect to natural gas pipeline regulation, Sabina has extensive experience representing natural gas pipelines in certificate and abandonment proceedings and rate and tariff proceedings, including significant greenfield certificate projects, contested rate cases and a FERC-initiated rate inquiry, negotiating complex midstream transactions and precedent agreements, advising clients on jurisdictional questions, and creating comprehensive compliance plans. Sabina also provides advice to clients regarding pipelines subject to the jurisdiction of the Railroad Commission of Texas and intrastate pipelines offering Section 311 service. With respect to liquids pipeline regulation, Sabina has advised numerous clients in sales and acquisitions of oil production assets regarding regulatory issues, represented a greenfield pipeline developer in obtaining a declaratory order from FERC and assisted the developer on negotiating shipper commitments, the open season process, and initial rates, and assisted with the representation of liquids pipelines in contested rate proceedings at FERC with respect to pipeline rates and terms and conditions of service.
Sabina has been a guest speaker and lecturer on FERC regulatory matters, including the Section 7 certificate process, audits and enforcement, and major regulatory developments.
