Stefano Rossi is an Italian registered accountant and European Tax Advisor. He is a tax partner of Andersen Tax & Legal Italy and leads the transfer pricing practice for Italy and for the European Region.
Stefano focuses on transfer pricing compliance and consulting (comparability and benchmarking analysis, value chain analysis, drafting of Master and Local files; Country-by-Country-Reporting; BEPS-related risks and challenges; business restructurings; IP migration) and on international tax (hidden PE identification; application of DTA; residency status; tax planning and tax risk management).
He assists multinationals with the introduction of alternative dispute resolution mechanisms such as ex-post mechanisms (EU arbitration clause, the MAP and the newly enforced EU Directive nr.2017/1852), when a tax audit in the field of transfer pricing arises, or seeks to prevent future disputes with tax Authorities by negotiating ex-ante mechanisms such as the Advance Pricing Agreements (APA), which in most of the cases are undertaken in a bilateral or multilateral way.
His track record includes the submission and negotiation with foreign tax authorities of APAs on financial transactions such as intercompany loans, financial guarantees, cash pooling arrangements and hedging on derivatives), centralized services and IP licensing, including Patent Box preferential tax regimes.
He holds a bachelor's and a master's degree from Ca' Foscari University of Venice in accounting, controlling and finance awarded magna cum laude after having discussed a thesis on transfer pricing.
He also holds a Master of Legal Studies in Taxation (MSLT) granted by the University of San Francisco (CA), focusing on the U.S. Federal income taxation system.
He regularly joins conferences and webinars as speaker on international tax and transfer pricing related matters and challenges.
