Lily Tan Chea Li is a Senior Partner at Albar & Partners and heads the Corporate/Commercial and Capital Markets practice groups. Her practice extends to both corporate finance and corporate banking.
Lily has represented issuers and underwriters in a full range of equity and debt market offerings in Malaysia including initial public offerings (IPOs) of shares, convertible and exchangeable securities for both conventional and Shari'ah compliant instruments. She is highly experienced in asset backed securitisation, structured finance, project finance, real estate investment trusts (REITs), mergers and acquisitions and general corporate advisory such as corporate restructuring, joint ventures and privatisation transactions.
At the ALB Malaysia Law Awards 2017, Lily won the inaugural "Woman Lawyer of the Year" award. She was listed by the Euromoney Expert Guide series as a leader in the Capital Markets Guide (2011), Banking, Finance and Transactional Guide (2012 & 2017) and Women in Business Law Expert Guide (2015, 2016 & 2017). Since its 2014 edition until current, Lily was recognised as a "Leading Individual" in Banking & Finance in Malaysia by The Asia Pacific Legal 500. Additionally, annual surveys conducted by Asialaw Leading Lawyers ranked Lily as a "Leading Lawyer" in Malaysia in the practice areas of Capital Markets & Corporate/M&A (2014 edition) and "Market Leading Lawyer" for Banking, Capital Markets and Construction & Real Estate (2015 to 2017 editions). Chambers Asia Guide has featured Lily as a "Leading Lawyer" for Banking & Finance and Corporate/Commercial: Equity Markets since its 2015 edition until current. The IFLR1000: Guide to the World's leading Financial Law Firms also recommends Lily as a "Leading Lawyer" for Banking & Finance, Capital Markets and M&A.
Lily has led in several notable transactions including acting for the joint principal advisers and joint lead arrangers in a RM800 million issuance of unrated perpetual Sukuk Wakalah under the Shari'ah principle of Wakalah Al-Istithmar by an independent power producer with respect to the super-critical coaled fired power plant located at Tanjung Bin, Johor, advising in the mandatory general offer and take-over of NCB Holdings Bhd by MMC Port Holdings Sdn Bhd: "M&A Deal of the Year (Mid-Size)" (ALB Malaysia Law Awards 2017), representing the issuer in the initial public offering of Malaysian engineering group, Serba Dinamik Holdings: "Equity Market Deal of the Year" (ALB Malaysia Law Awards 2017) and advising the issuer in the first concurrent dual listing of an integrated healthcare provider, IHH Healthcare Berhad, on the Malaysian and Singapore Stock Exchange.
Lily completed her tertiary education at Monash University, Melbourne, Australia, graduating with double degrees, a Bachelor of Economics (with an Accounting major) and a Bachelor of Laws. She was admitted as an Advocate & Solicitor of the High Court of Malaya in 1990.
