David Neill is a partner in the antitrust department of Wachtell Lipton Rosen & Katz, focusing principally on corporate mergers and acquisitions. He has represented clients from a broad range of industries before the United States Department of Justice, the Federal Trade Commission and the Federal Reserve Board, including most recently JPMorgan Chase and BankAmerica in their proposed acquisition of Sallie Mae, Countrywide in its merger with BankAmerica, and JPMorgan Chase in its acquisition of Bear Stearns. He has represented the buyer or seller in connection with most of the largest financial institution mergers in US history.

David has authored, co-authored, and edited many articles and book chapters on a wide range of antitrust issues. He is a member of the Antitrust Section of the American Bar Association and previously served as vice-chairman of that Section's Financial Markets and Institutions Committee. He has also been a member of the Antitrust and Trade Regulation Committee of the Association of the Bar of the City of New York and the New York State Bar Association.

He received a BA degree cum laude from Yale University in 1979, an MPP degree from the Goldman School of Public Policy at the University of California, Berkeley in 1983 and a JD in 1984 from Columbia Law School, where he was a Stone Scholar. David joined Wachtell Lipton in 1984 and has been a partner of the firm since 1991.
